The evolution of a tract of land from agricultural
use to development use is a long and arduous process. It
starts at the municipal level when the city prepares its
Master Plan thus determining intended zoning and the location of
major streets. It is at this level that OAKMONT is
able to "identify" a tract as a viable candidate for acquisition.
This is achieved through the analysis of thoroughfare plans,
proposed zoning, utility plans, traffic patterns and existing
locations of end-users (known as "spacing").
The next level involves the fine-tuning of
predevelopment issues for specific tracts. This task is a study in liaison and
coordination and is performed by interested parties, such as OAKMONT,
dealing directly with the city and development consultants. We refer to this as the "preparation" stage.
Key issues at this stage include analysis of
potential loss of additional land to right-of-way for widening
or turn lanes; utility locations and capacity; detention requirements;
zoning idiosyncrasies and topographical issues... to name
